Bing is not changing the manner in which it indexes sites; there will still be a table of contents underneath the page as well as the page title displayed in the search results. The Action Buttons that Bing has implemented will pull from a more organic data base when displaying the top three choices. Indexed sites are displayed with all the information given from the site whereas Action Buttons will pull the most valuable information from the top three sites to display, making it easier for users to accomplish what they need.

As of right now, the seven Action Buttons are all that are offered from Bing, but as they become more popular they will add more categories.
